Sæt liberaliseringen på standby

Transportministeren har bebudet forhandlinger allerede her i foråret om liberalisering af det danske postmarked. Men det er et hastværk, som er helt unødvendigt, og som udelukkende vil komme enkelte store virksomheder til gode, mens private borgere og små og mellemstore virksomheder kommer til at betale prisen.
Post Danmark fremlagde i sidste uge deres årsregnskab, og det er tydeligt, at finanskrisen også rammer posten. Brevmængden faldt i 2008 med op mod 10 %, og finanskrisen har tydeligvis også ramt postmarkedet hårdt. Derfor står vi i en helt anden situation, end da EU’s liberaliseringsproces begyndte.
For Socialdemokraterne er det afgørende, at danskerne får en god postservice; at postmedarbejderne har gode forhold; og ikke mindst at staten ikke skal til at understøtte posten økonomisk. Hvis man i huj og hast liberaliserer posten i den nuværende situation, vil man risikere, at tabe de såkaldte ”yderområder” på gulvet. Der hvor det ikke kan svare sig at uddele postkort på konkurrencevilkår.
Det er nemlig en illusion, at portoen skulle blive billigere for almindelige borgere, når markedet liberaliseres. De nye aktører på postmarkedet vil være interesseret i de største kunder, som sender store mængder ensartet post – eksempelvis banker eller forsikringsselskaber. Det er den type post, hvor hvert enkelt brev er billigt at håndtere. Hidtil har der været udsigt til en gevinst for de største virksomheder via lavere porto, mens det ville blive de private afsendere og små- og mellemstore virksomheder der skulle betale en højere porto, men situationen har ændret sig på grund af finanskrisen – og nu er det tvivlsomt om der vil være noget at spare overhovedet. Risikoen er der for at vi skal have penge op af statskassen for at understøtte postservicen der hvor liberaliseringen alligevel ikke giver konkurrence.
Hvis ministeren haster liberaliseringsforhandlingerne igennem, handler det snarere om at tilgodese ideologi hos især Venstres regeringsmedlemmer, end om at sikre danskerne en god postservice fremover. Socialdemokraterne kræver derfor, at postliberaliseringen sættes på standby, til der er et bedre overblik over fremtidens postmarked.
Vi har tid til at gøre det ordentligt første gang – så lad os undgå hastværk, der blot skaber en situation, hvor vi skal til at lave det hele om igen. Det vil skabe forvirring og utryghed, og langt de fleste borgere i dette land vil blive sorteper.
